Indexing problems - IIS on XP

Just installed on IIS under XP - all seemed to go fine. When I tried to do my first index, I got the error:

Fatal error: Call to undefined function: is_executable() in \myPath\phpdig\admin\robot_functions.php on line 665

I'm running PHP Version 4.3.4.
Does this mean I can't use PHP Dig under windows?
