Plus character(+) converted to (%20) in urls

Plus character(+) converted to (%20) urls.

../k+p%20smith/.. gets stored as ../k%20p%20smith/..


"+" is in $allowed_link_chars:

$allowed_link_chars = "[:%/?=&;\\,._a-zA-Z0-9|+ ()~-]*";

version 1.8.8

any ideas?

narrowed it down to the php urldecode function
