Maybe not related, but...
I had similar problems, and moreover also:
Fatal error: Call to undefined function: is_executable() in ...\admin\robot_functions.php on line 633.
When I changed USE_IS_EXECUTABLE_COMMAND to '0' in the config file, my site started indexing properly.
