So you didn't make any modifictions at all? Did you install 1.8.4 in a new directory, or did you copy the files over the existing ones on your web server? Try deleting all the files on the server again and re-uploading them.
Also, just to point out, Charter has made a couple of bug fixes since initially announcing that 1.8.4 was available. You might want to re-download the zip file before you do all that I suggested.
