Exact phrase doesn't work in 1.8.0 when CONTENT_TEXT=0
 
When the CONFIG parameter CONTENT_TEXT is set to 0, exact phrase doesn't work in 1.8.0. In fact the search isn't even "exact words", the search results are more like "begins with".
